Kurdistan oil flows, Baghdad withholds IOC dues

Kurdistan Region oil exports have climbed above 200,000 barrels per day through the Kirkuk-Ceyhan pipeline after a 30-month shutdown, but Baghdad has failed to pay international oil companies their contractual dues under a September agreement. The Kurdistan Regional Government has sent proceeds from four million barrels sold at Ceyhan directly to federal coffers, yet the central government has withheld payments to operators. New negotiations between Erbil and Baghdad will begin after Iraqi parliamentary elections, placing the export arrangement’s future in the hands of the next federal government. The 2023 halt followed an International Chamber of Commerce ruling that sided with Baghdad in a dispute with Turkey over independent Kurdish oil sales.
