Panchugov and Zhivkov call budget opaque and populist

Hristo Panchugov argued that officials should explain their allocation priorities to citizens rather than simply opposing the framework, while sociologist Dobromir Zhivkov characterized the document as strategically incoherent and designed to appeal to voters ahead of elections.

Panchugov disputed claims that fiscal proposals influence electoral outcomes in Bulgaria, suggesting coalition resource distribution represents the true motivation behind current negotiations. Regarding Lukoil operations, Zhivkov expressed hope that appointing a special manager might facilitate identifying a strategic investor, though Panchugov cautioned that managing the complex refinery structure exceeds any single administrator’s capacity.
