70 masterplans await approval as Mnangagwa cracks down on chaos
Local Government Minister Daniel Garwe said 70 of 90 local authorities submitted master plans to his ministry, and the documents await final approval from the Attorney General’s Office. The minister expects full approval by early next year. President Mnangagwa ordered all councils to create master plans to prevent disorganized settlements under the Second Republic’s development strategy.
Twenty authorities are finalizing boundary corrections and infrastructure adjustments before submission. Gweru Urban and Vungu Rural resolved overlapping boundaries, and Kwekwe City revised expansion plans after identifying underground tunnels in proposed development zones. The government will reject projects outside designated areas once master plans receive gazette approval.
The plans will guide infrastructure investment, land use, and sustainable urbanization as Zimbabwe pursues upper-middle-income status by 2030. Mutare and Bulawayo completed their master plans before the directive took effect.
