Atanas Zafirov announces adoption of domestic violence support mechanism

Bulgaria has implemented a comprehensive coordination framework to assist domestic violence survivors, according to Deputy Prime Minister Atanas Zafirov. The mechanism streamlines victim support from initial reporting through permanent protection while synchronizing responses among government agencies, municipalities, social services, crisis centers and advocacy groups.

Court statistics reveal annual increases exceeding 20 to 30 percent in protection cases across multiple regions, with children frequently involved. The system ensures minors receive treatment as independent victims rather than witnesses alone, automatically triggering child welfare authority participation.

Development involved multiple ministries, independent organizations and experienced service providers through extended consultation periods. Zafirov emphasized the framework fulfills governance commitments outlined in the 2025 to 2029 program while preventing victims from repeatedly recounting traumatic experiences across disconnected institutions.
