Borisov says Lukoil law action ready if vetoed

Bulgarian officials have prepared contingency measures for the Lukoil refinery situation with fuel reserves extending up to six months for gasoline, four months for diesel, and two months for kerosene. GERB leader Boyko Borisov stated that authorities would install a special administrator immediately following any presidential decision not to veto pending legislation, with a candidate already selected and approved by international partners.

Borisov emphasized that all government actions receive coordination with the European Commission, the United States Department of Energy, and the Office of Foreign Assets Control. He urged President Radev to expedite his decision on the legislation to allow sufficient time for parliamentary override procedures if necessary, ruling out potential acquisition by specific political figures.

Regarding the 2026 budget, Borisov highlighted concerns about salary distribution distortions affecting minimum wage calculations and state expenditures. He noted that unions estimate 28 billion leva distributed as dividends, while workers earning substantially above the 4,000 leva ceiling avoid social security contributions on excess amounts.
