Bulgaria expands state control over Lukoil Burgas refinery
Bulgaria will install a special administrator to oversee Lukoil operations following parliamentary approval on Thursday, November 7, that expanded state authority over the Burgas refinery after the US Treasury Department designated Gunvor Group as a Russian proxy. Political scientist Svetoslav Malinov told Hello Bulgaria that Germany has employed similar oversight for years at its refinery, though he questioned whether Bulgarian officials can establish adequate trust despite possessing the necessary technical capabilities.
Parliament acted swiftly after Lukoil’s subsidiary accepted an acquisition proposal from Swiss-Dutch trader Gunvor Group on October 30. The administrative arrangement grants full control to the state, with decisions requiring Cabinet endorsement and exemption from judicial review. Political analyst Georgi Harizanov noted the objective centers on maintaining refinery functionality while preventing sales revenue from reaching Russia.
The measures follow American and British sanctions targeting Russian petroleum companies Rosneft and Lukoil, restrictions designed to reduce revenues financing military operations against Ukraine. European Union authorities are evaluating comparable limitations on Russian energy enterprises.
