Bulgaria split over new water fee plan
Bulgaria’s parliament has approved initial legislation to restructure water pricing into two distinct components. The proposal splits bills between a fixed charge for network access and maintenance alongside variable costs tied to actual usage. Ivan Ivanov from the Bulgarian Water Association stated the system addresses existing operational expenses that persist regardless of consumption patterns.
Sample calculations suggest current 100-lev bills would divide into 20 lev for access and 80 lev for consumption. Property owners with secondary residences would face baseline charges even without regular water use. Ivanov noted areas lacking consistent service could receive exemptions, though the legislation lacks clear compensation procedures for supply disruptions.
The introduction of a fixed component may reduce per-unit water rates by 20 to 30 percent by broadening cost distribution. Implementation awaits regulatory specifications governing the permanent charge structure. Public surveys indicate widespread opposition to additional fees despite projected rate reductions, while proponents argue maintenance funding requirements justify the approach.
