Ivanov demands monthly Spetsov reports to parliament
Democratic Bulgaria representative Yordan Ivanov demanded monthly parliamentary appearances from Rumen Spetsov to outline strategies and progress regarding Lukoil operations, telling Bulgarian National Radio that appointing a special administrator only addressed immediate concerns without resolving fundamental questions about state management of the refinery.
Ivanov separately criticized Economy Minister Petar Dilov for withholding details about the Rheinmetall defense partnership, noting that legislators possess clearance to receive confidential business information while officials face legal obligations to provide answers. The parliamentarian warned that withholding investment parameters until commercial registration becomes public defeats oversight purposes and prevents evaluation of whether national interests received adequate protection during negotiations.
Questions surrounding the 51-49 percent ownership split remain unanswered, particularly regarding which corporate decisions require simple versus qualified majorities when state funds totaling one billion leva are involved, according to Ivanov.
