Malawi renames UBR to MSR for better social protection in Dowa

A team from the National Social Protection Program visited Dowa District to announce that the Unified Beneficiary Registry (UBR) has changed its name to the Malawi Social Registry (MSR). This change reflects the broader role of the registry in identifying people for social protection programs. The MSR will help ensure that programs target the poorest and most vulnerable populations.

The program will start in Dowa and Balaka districts in November 2025. It aims to keep data accurate and up to date, which is crucial for improving targeting and program efficiency. The pilot will test how local structures can help update the registry and ensure no one is left behind.

Emmanuel Dziko Sohaya, Dowa’s Chief Planning Officer, welcomed the project, emphasizing the importance of updating household data regularly. He encouraged local officers to support the pilot for its success.
