Mayor attacked over illegal dumping fine in Duskot

A village leader in northern Bulgaria suffered an assault at his office after documenting illegal waste disposal by a contractor whose workers were caught dumping debris at an unauthorized location. Nikolay Mitev serves as mayor of Duskot in Pavlikeni municipality and conducted an inspection on Monday afternoon following complaints about trash accumulation near a biodegradable waste site outside the settlement. He discovered a commercial vehicle and laborers discarding furniture, domestic items and building materials despite municipal rules requiring such refuse to go to designated facilities where disposal fees apply.

Mitev prepared violation documentation at the scene before the vehicle owner arrived at the municipal building seeking clarification. The confrontation turned physical when the business operator struck the local official. Pavlikeni municipality Mayor Emanuil Manolov said evidence suggests people are purchasing older properties, clearing their contents, and renovating structures for resale. A law enforcement officer observed the altercation as it occurred.

The former Duskot mayor received a medical evaluation from a forensic physician in Veliko Tarnovo following the attack. Municipal regulations in Pavlikeni authorize penalties ranging from 150 leva to 500 leva for improper waste disposal violations.
