Russian ambassador criticizes Bulgaria’s actions toward Lukoil refinery
Russian Ambassador Eleonora Mitrofanova criticized the Bulgarian government’s actions regarding Lukoil as rushed and legally questionable during an interview with state news agency TASS. The diplomat expressed concern over legislation passed hastily that would strip current management of the Burgas refinery of decision-making authority through the appointment of a special administrator, describing the measure as resembling property seizure and establishing a dangerous precedent.
Mitrofanova warned that disruptions at the facility, which supplies roughly 80 percent of Bulgaria’s fuel requirements and exports to regional neighbors, could trigger a supply crisis with significant economic and political ramifications as the country prepares for euro adoption. The ambassador noted that Lukoil had sought to divest its European holdings before sanctions took effect on November 21, though the sale collapsed.
She emphasized that Lukoil operates as a private entity serving shareholder interests rather than Russian government directives.
