Sofia residents slam Toplofikatsiya’s illegal building fee

Citizens challenging Toplofikatsiya Sofia over building installation fees believe the charges are illegal. Svetlozar Saev organized protests arguing that the regulation imposes unfair conditions on consumers who pay for heat energy they never use. Stoyan Grozdanov noted the first lawsuit against the formula was filed in 2015, and the Supreme Administrative Court suspended the methodology on Sept. 5.

Krassimir Boev said the fee forces residents to pay for unconsumed services under a mathematically flawed 2007 formula. He noted 30 percent of each user’s payment goes toward the fee, generating substantial revenue for Toplofikatsiya Sofia. The company lacks a legal basis to calculate building installation fees after the court decision.

Lyubomir Milev from the Druzhba district questioned why repairs began in winter rather than summer. Toplofikatsiya Sofia halted heat supply to Druzhba-2 residential complex for 90-day network repairs from Oct. 2 to Dec. 30. Residents worry about extended service disruptions beyond announced timelines.
