Traycho Traykov backs Lukoil manager move, warns of risks

Sofia district mayor and former Economy Minister Traycho Traykov endorsed special management arrangements for Lukoil following American sanctions, describing the approach as necessary to maintain refinery operations supplying Bulgarian fuel markets. Speaking on bTV, Traykov cautioned that asset utilization provisions rest on precarious legal foundations that may trigger future ownership disputes once restrictions lift, while closure would eliminate low-cost domestic production, requiring rapid import substitution that disrupts pricing equilibrium.

Sanctions aim to prevent operational revenues from funding Ukraine military actions rather than halting production entirely, Traykov noted, suggesting proceeds could be held in escrow for eventual transfer to ownership. The refinery represents the nation’s largest tax contributor, creating administrative challenges for financial authorities.

Regarding municipal waste management, Traykov confirmed Sredets district preparations for contract expirations include reserve truck capacity and personnel to supplement city services, supporting municipal decisions against agreements at inflated rates.
