14 food, beverage groups oppose new tax, insurance rules
Fourteen food and beverage industry associations in Bulgaria have objected to revised provisions in the Tax and Insurance Procedure Code requiring specialized software for vehicles transporting products classified as high fiscal risk. The National Revenue Agency designated sugar, coffee, cocoa, meat, fruits, and vegetables under this category, mandating automated data transmission systems for commercial transport operations.
Vihren Dimitrov, who directs a pig production facility and serves on the Association of Meat Processors board, rejected the regulatory framework as unnecessary government interference targeting compliant small and medium enterprises. He disputed the meat industry classification and indicated business groups would resist implementing the tracking technology requirement.
