EU court rejects heat bill formula
The European Union’s top court ruled that Bulgaria’s heating cost formula lacks the transparency required under energy efficiency regulations. The Court of Justice found that the mathematical calculation system fails to show residents how their individual consumption contributes to total charges. Bulgarian law requires apartment owners to share expenses for common areas and building systems based on unit size, a rule the court approved in 2019.
The latest decision mandates that authorities revise the formula to help consumers understand their bills and adjust their energy use accordingly. Bulgaria’s Supreme Administrative Court has repeatedly struck down versions of the calculation method over several years. Officials suspended the most recent formula revision in May before it could take retroactive effect from February. The binding judgment applies to all Bulgarian institutions handling residential heating costs.
