Vigenin calls for EU water diplomacy plan
A Bulgarian member of the European Parliament has called for the European Union to establish water resource management as a central component of its diplomatic efforts and climate policies during a conference organized by the European Economic and Social Committee. Kristian Vigenin from the Progressive Alliance of Socialists and Democrats emphasized that water diplomacy should serve as a fundamental instrument for maintaining peace and achieving environmental resilience, noting that climate-induced migration requires clear legal protections for displaced populations.
Vigenin proposed creating a European Observatory for Water Risks and Climate Mobility that would coordinate existing monitoring systems and international partnerships to predict threats and direct investments toward vulnerable areas. He advocated for integrating water security into multiple EU frameworks, including foreign policy, agricultural strategies and migration planning, while highlighting opportunities for Bulgaria to contribute through Danube and Black Sea regional programs.
The discussion centered on a report presented by Bulgarian EESC member Milena Angelova examining connections between diplomacy and water cooperation across Europe and neighboring regions.
