Bulgaria boosts security at Lukoil Burgas amid sanctions

Bulgarian security agencies have positioned military assets around Lukoil facilities in Burgas, including anti-drone technology and military police units prepared to reinforce interior ministry personnel protecting the petroleum complex. The Defense Ministry deployment follows American sanctions against the Russian-owned company and incidents at European refineries, while parliament approved expedited legislation enabling the appointment of a special administrator with authority to manage operations, authorize sales, or initiate nationalization of the installation.

Analysts warned on Monday during a bTV morning broadcast that Bulgaria faces a potential refinery shutdown after November 21 without sanctions relief similar to exemptions granted to Germany and Hungary. Managing editor Samuil Ognyanov from newspaper 24 Chasa emphasized diplomatic urgency as payment mechanisms remain blocked despite available fuel stocks. Energy and Climate program director Martin Vladimirov from the Center for the Study of Democracy noted over 30 Russian or Bulgarian entities operate near the refinery, creating risks of asset transfers that could complicate state oversight and eventual disposition of the facility.
