DPS and Vazrazhdane clash over Burgas refinery sale

Vazrazhdane deputy chairman Tsoncho Ganev criticized proposed amendments to the Investment Promotion Act requiring State Agency for National Security approval and Council of Ministers authorization before selling the Burgas refinery. Parliament witnessed verbal confrontations and minor physical contact between Vazrazhdane and DPS-New Beginning representatives over the legislation.

Ganev told BNT that removing Lukoil, one of Bulgaria’s largest excise contributors, represents a reckless policy. He claimed the DPS-New Beginning Chairman controls the security agency that would review any transaction. Prime Minister Boyko Borisov lacks the authority to determine the refinery’s fate independently, according to Ganev.

The parliamentary deputy warned that the controversy poses a threat to foreign capital. Business owners retain full discretion over asset sales without government coercion, regardless of political convenience, he stated. The dispute threatens investor confidence across Bulgaria’s economy, Ganev added.
