Government, business and unions debate SSS budget
Bulgaria’s budget committee advanced the State Social Insurance Fund budget despite sharp opposition from unions, employers and political parties. The measure cleared its first reading with 13 votes in favor and eight against.
Confederation of Bulgarian Trade Unions representative Asya Goneva endorsed efforts to stabilize pension fund deficits but criticized stagnant maximum retirement benefits that discourage contributions from higher earners. Employer representative Rumen Radev rejected proposed minimum wage increases and a two percentage point rise in social security contributions. Democratic Bulgaria lawmaker Martin Dimitrov characterized the financial plan as deeply flawed and warned that higher pension contributions would drive economic activity underground.
Former Finance Minister Assen Vassilev announced We Continue the Change would oppose the budget, arguing it increases obligations without expanding benefits. Social Minister Borislav Gutsanov defended the proposal while acknowledging that approximately 800,000 citizens receive disability assessments through a system requiring reform. He emphasized demographic challenges as a government priority while conceding the budget fell short of ideal standards.
