New complaints halt Sofia waste deal with Norm Sanai

Sofia Municipality faces additional legal obstacles in awarding its Zone 4 sanitation contract after Nelsen-Chistota and ZMBG filed challenges with the Commission for the Protection of Competition. The complaints target municipal decisions regarding waste collection and street maintenance across seven service categories covering the Ilinden, Nadezhda, and Serdika districts, automatically suspending any agreement with Turkish firm Norm Sanai until regulators issue rulings.

Both petitioning companies participated in the procurement process but failed to advance beyond the initial evaluation stages before price bids opened. Deputy Mayor for Ecology Nadezhda Bobcheva had announced plans in late October to finalize arrangements with the Turkish consortium, which remained the sole international bidder reaching final consideration.

Similar complaints emerged last week targeting Zone 3 and Zone 6 service areas, creating a pattern of procedural challenges across multiple municipal cleaning contracts. Bulgarian public procurement regulations prohibit contract execution while commission reviews remain pending.
