Ribarski warns Lukoil law favors future buyer
Radoslav Ribarski, a member of parliament from We Continue the Change – Democratic Bulgaria, commented that the position of special manager has been part of the country’s legislation for more than two years. He stated that nothing is preventing the ruling majority from appointing a special manager to guarantee steady fuel supplies. However, Ribarski argued that recent legislative efforts appear aimed at tailoring the law to meet the needs of a potential future buyer of Lukoil’s assets.
He also pointed out that the new amendments require a report from the State Agency for National Security, which would obligate the Council of Ministers to make a specific decision regarding a sale. Ribarski explained that the latest changes give the special manager authority to manage and dispose of Lukoil’s assets, effectively taking over the rights of the current owners. He noted that such a legal approach is unusual within Europe and warned that current fuel availability does not guarantee future stability in supply.
