US oil sanctions ripple toward Bulgaria

American sanctions targeting Russian oil companies will affect Bulgaria through secondary channels rather than direct application, according to Andrey Delchev from the Bulgarian Oil and Gas Association. United States regulations apply within American jurisdiction and to entities operating from American territory, meaning banks and businesses with American connections may choose to stop doing business with Lukoil and Rosneft. The Bulgarian National Bank confirmed financial institutions must individually assess their exposure to sanctioned parties and their subsidiaries, which could disrupt payment systems for petroleum transactions.

The association convened emergency meetings after the unexpected announcement to evaluate supply continuity and inventory levels. Members confirmed that short-term stockpiles remain adequate to prevent market disruptions, though Lukoil faces probable payment-processing obstacles. Bulgarian officials should pursue diplomatic efforts to extend implementation deadlines for the measures, Delchev suggested.
